With a Document Workflow, you can create a collection of template documents in a SharePoint document library. You can then specify through Configurator options that any user doing an upload to the Document Workflow library must select one of the template documents that you provide. In this case, the user will only be able to select one of the template documents that you provide.
To set up a template document library, create a new SharePoint document library and upload any files that you want to use as template files. Create any SharePoint columns that you want, and set the values appropriately.
